super bowl champs. we are live in baltimore for the victory parade. a legal question for the digital age. should police be able to track you using your cell phone without a warrant? yoga for your face? is this the way to get rid of wrinkles without botox? good afternoon. i'm pat lawson muse. >> i'm jim handly. strike up the band for the super bowl champs. tens of thousands played hook write today to flood the streets of baltimore. >> through the charm city. it was a chance for the team to thank fans and for fans to thank the team for bringing home the championship. >> news4's chris gordon joins us now lye from baltimore with more on the charm offensive. >> reporter: it is said that baltimore is a blue-collar town with a chip on its shoulder. but today was filled with respect for the ravens and the city that they serve and love

and the fans here and it all began this super bowl victory celebration. it began at city hall with the team's arrival and the super bowl trophy showing it to their fans, sharing it for the first time. and then the parade. there was a marching band, the cheerleaders, ravens, on floats, and in military vehicles. waving to the crowds that line the streets right to the center of the city and as they made their way to mnt bank stadium. back home, to their home turf, for their final appearance of the season, and it really paid off. we asked some of the fans given the events of the day, what would they tell a friend? what was the best thing? >> it was fantastic. there were so many people. i have never seen so many people in one place.

>> it was so loud. the energy was crazy. >> amount of noise that everybody was making was just insane. >> like one person would start saying something and everybody else would join in. it was so cool. amazing. >> reporter: thank you, all. it was a celebration and a retirement party for ray lewis. the linebacker. who was here leading the team 17 years for two super bowls. now that he will retire they want to say thank you for the loyalty. it is so rare that one player stays in one city in the nfl these days. we will have more on that coming up as we throughout the newscast tonight, here in baltimore celebrate the ravens victory. back to you in the studio. >> chris gordon, thank you. unfortunately things turned violent after the parade. just a short time ago. baltimore city police tell us three people were hurt. one critically in a stabbing that occurred nine blocks from

m&t bank stadium. as everybody was leaving the celebration. police say that stabbing happened during some sort of altercation but it is unclear if it was related to the celebration. officers say that the critically injured, one is a juvenile and no word on the ages of the other two victims or how badly they were hurt. pat? >> outside experts are being brought in to try on figure out why the lights went out during the super bowl. the outage caused a 34-minute delay during sunday's game at the superdome in new orleans. we have also learned there was concern the lebal system months before the big game. according to documents officially raised those concerns in october. more than 600,000 worth of upgrades were made to the facility in december. taking a live look outside now. we could see a storm before the end of this week. will we get rain or see snow? storm team 4 meteorologist veronica johnson has your first forecast. >> hey there, guys. we are going to be going through a fairly quiet period.

until then the end of the week. next big storm. looks like mainly rain. but at the beginning of that system, areas north and west could get just a little icy where temperatures will be low enough. for us this evening, just some chilly clouds. those clouds parting and we have a better day coming our way tomorrow. check out the temperatures right now. not too cold but on the cool side to our north. frederick, maryland, gaithersburg, only at 37 degrees. then you get down around fredericksburg, whole 13 degrees higher. and fredericksburg, virginia, stafford, spotsylvania, so big range in temperatures throughout the area. you can see those clouds out there right now. in fact, storm team 4 radar, few flurries just east of frederick, maryland. around mt. erie. that headed to the east. series of systems comg through. it is not until the end of the week where we see a bigger system form around the area. good night forecast, clearing skies as we drop to 37 degrees. by 11:00 p.m., a lot more coming

up on our weather for the week in just a couple of minutes. >> neighbor shot this video as flames shot up into the air. engulfing a row house in southeast washington this morning. later, rescuers went inside and found the bodies of two adults. it happened in the 1700 block of r street. news4 learned the building was boarded up before the fire. and two victims appeared to have been squatters. the blaze went to two alarms before crew could put it out. the two adjacent buildings were also damaged. news4's pat collins talked to one neighbor that said she complained to the city about that property. he will have a live report on "news4 at 5:00." stage is set today for another budget battle between the white house and congress. if nothing changes, deep spending cuts will go into effect in about three weeks. that's the so-called sequester. today president obama acknowledged it is unlikely a budget deal will be reached by the march 1 deadline. he urged congress to pass a smaller package of spending cuts and tax reforms to delay the

sequester in a budget can replace it. >> the threat of massive automatic cuts have already started to affect businesses decisions. deep, indiscriminate cuts to things like education, training, energy, national security will cost our jobs. >> the president's budge set late again. democrats haven't done a budge net nearly four years. and none of them have aa plan to replace the sequester. the sooner we solve our spending problems, the sooner our jobs problem will go away as well. >> president obama says the proposals he offered boehner late last year during the talks over the fiscal cliff are still on the table now. it was hot topic during presidential campaign. but a hot potato for some lawmakers. now immigration reform is taking center stage. steve handelsman joins from us capitol hill where the results of the november election left some republicans more open to overhauling the laws. >> reporter: maybe a lot more

open. republicans up here on capitol hill in great numbers. especially there house. where opposition was strong. a rethinking their opposition now. to the so-called path to citizenship for people in our country illegally. after the issue so hurt republicans in the fall and helped democrats. president obama pushing for immigration reform this year. met with activists who said he agreed with them about what critics call amnesty. >> for the undocumented community. >> reporter: roughly 10 million to 12 million people illegally in the u.s. many accept pay below the legal minimum. afl-cio unions are onboard to end that. >> and prevent what's wrong from driving down the wages of everybody else. >> reporter: and analysts say under president obama, the u.s./mexican boarder is more secure. the net number of migrants, not

expect, as we all can, it will be packed with cars for the afternoon rush. traffic on the 14th street bridge is one of the many reasons d.c. traffic has been ranked the worst in the nation. the ranking is listed in a new report by texas a&m's transportation institute. that puts d.c. traffic ahead of traffic in l.a., is an plan, and new york. according to the report, drivers here waste 67 hours and spend close to $1400 a year sitting in traffic. coming up at 5:00 we will hear from local transportation officials about why it is so bad and what they are doing to fix it. this is the ski accident that sidelining olympic gold medalist lindsey vonn for the rest of the season. she tore would ligaments in her right knee and track toured part of her lower leg at the alpine world championships in austria. a helicopter rushed her to the hospital. there were visibility concerns earlier today but ski officials say that conditions were fine by the time vonn hit the slopes. she is expected to recover in time for the 2014 olympics in

this just in to the news4 live desk. we are getting a word a juvenile passed away nine blocks from ravens stadium from m&t bank stadium. we do not know the victim's name. we don't know whether it was he or she. the victim, we do know, was stabbed. a juvenile was stabbed and killed nine blocks from m&t bank stadium. this just in to our newsroom. it is unclear if it is related to today's championship parade. we will stay on top of all details and bring them to you when they come into our newsroom. we are getting our first look this afternoon at dangerous explosion at gas plan in texas. the explosion happened earlier today. at the plant in the oun ofwhelm don, few hours north of houston, the local fire marshal says would tanks exploded. at least one man was burned and taken to the hospital. we do not know his condition right now.

welcome back to "news4 at 4:00." i'm pat lawson muse. >> i'm jim handly. here is what's happening at 4:30. right now it is still unclear what killed two people whose bodies were found after a row house fire here in d.c. it happened here in the 1700 block of r street southeast. authorities tell us that the victims appear to be squatters. we will have the latest the investigation. plus reaction from neighbors coming up in a live report at 5:00. house republicans held their first hearing on president obama's immigration reform initiative today. it is far too early to say if any consensus is formed. more republicans appear open to action on immigration now. the question of what to do about immigrants who arrived here illegally remains a sticking point. ravens pans are still celebrating tonight. thousands lined the streets of baltimore for the ravens victory

watching "sponge bob." >> reporter: authorities are still tight-lipped about the operation that freed ethan and ended with the death of his kidnapper, 56-year-old jimmy lee dykes. sources tell nbc news after federal agents somehow smuggled a camera inside of the bunker and observed dykes waving a gun, they approached the bunner and set off small explosives to gain entry and disorient dykes. explosion heard by reporters nearby. another followed 32 seconds later. the boy was quickly removed but dykes laid dead. from what, authorities won't say yet. there's more outpouring today for school bus driver charles poland. >> he was a very heroic hero who saved us. >> reporter: dykes, shot and killed poland a week ago. shortly before kidnapping the 5-year-old who now celebrates not only freedom but his 6th birthday wednesday. chris clackum, news4.

dog owners rallied in annapolis today in hopes of earning more protection if their pet bites someone. right now maryland law singles out pit bull owners and makes owners libel even if the dog has never bien anyone before. demonstrators support a new measure that would hold owners equally responsible for their dog's actions. this measure would also allow the owner to prove in court that the dog is not dangerous. tonight the federal government is suing a huge financial ratings firm over its actions preceding the nation's debt crisis. standard & poors intentionally misled investors in order to make a buck. the feds say that the firm's actions contributed to the financial crisis that led to our recession. >> reporter: the 2008 foreclosure crisis affected more than the people kicked out of their homes. thousands of investors who had purchased the mortgages also lost billions.

now the federal government is suing standard & poor's, a company that rated those investments, accusing it of fraud. >> this is a long overdue accountability moment and even though it is long overdue it is very for it is finally happening. >> reporter: here is what happened. home buyers obtained mortgages that were packaged and sold into larger investments called securities. financial institutions paid standard & poor's to rate them and investors bought those securities based on s&p stamp of approval. the federal government is accusing the agency of intentionally giving risky securities high ratings to make money. >> this alleged conduct is egregious and it goes to the very heart of the recent personal crisis. >> reporter: this los angeles practical district court lawsuit alleges one s&p's employees joked about the looming crisis in an e-mail. writing subprime is boiling over. s&p's attorney denies the allegations. >> there's no proof because it isn't so. >> reporter: floyd abrams says analyst has month idea the

thousands of dollars in expensive southwestern artwork. police are still trying to track those thieves down. a pep rally activity gave way to a horrific freak accident for two teens in southern california. their fingers were severed in a game of tug of war yesterday. ted chen has the latest their recovery. >> reporter: a spokesperson tells me both students out of surgery. they are stable and up and about but she would not tell me the outcome of those surgeries, whether or not the fingers were successfully reattached. now here at the high school, counselors have been made available for students who might have been traumatized by what happened. now this happened around noon yesterday. there's a poster out in front of school wishing the two students well. the both are 18-year-old seniors. she is standout defensive back for the football team. they were injured yesterday during a tug of war that was

part of the school's spirit week activities leading up to the homecoming game. the superintendent of the schools tells us somehow the rope broke and both i students each had several of their fingers severed. they were treated and rushed to the county medical center. i asked the superintendent if the tug of war activity could be eliminated as a result of what happened. he said it would likely be eliminated but it would still have to be evaluated. we are told that the parents of the two students are with them at the medical center and two students are likely to stay the night. there are reports the teens have had roped the rope around their fingers. there will not be a criminal investigation because the injuries were accidental. new developments about a little girl abduct prosecuted the district. >> that's right. that 6-year-old girl was taken by her mother. she may still be in a lot of danger tonight. >> that's because she may be with a man wanted by police. for the first time we are hearing from the father of little eriona.
